Privacy

California: SB 923

Governor Newsom signed SB 923, the Expanding Privacy Rights Act, on September 27, 2026. It takes effect January 1, 2027.

California already lets you ask a business to delete your personal data. But businesses did not have to delete data they got from other companies. SB 923 closes that gap. The right to delete will apply no matter how the business got the data.

The law also lets businesses keep a list so that deleted data stays deleted if the same data comes in again later. Online-only businesses must offer a web-based way to make a request, such as a web form, not just an email address. Read the full announcement.

Delaware: HB 380 and HB 381

Governor Matt Meyer signed two data privacy bills on September 2, 2026. The state says the legislation goes into effect January 1, 2027. According to the state announcement:

  • The laws cover any company that handles the data of 10,000 consumers.
  • You can opt out when a company uses protected data in automated decisions, such as decisions about loans, apartments or jobs.
  • Selling sensitive data needs clear advance notice and your consent, unless the data is strictly needed for a product or service.
  • The old exclusion for employee data is narrowed. This covers tools used for hiring, promotion, discipline and firing.
  • A company needs your consent to process more types of sensitive data, such as immigration status, pregnancy and treatment status, and government ID numbers.

Oklahoma: SB 546

Oklahoma’s data privacy law, SB 546, was signed in March 2026 and takes effect January 1, 2027, according to the Oklahoma House of Representatives. Residents will be able to see, fix, delete and get copies of their personal data. They can also opt out of the sale of their data and of certain targeted advertising.

The law applies to companies that handle data for more than 100,000 consumers. It also applies to companies that handle data for at least 25,000 consumers and earn most of their revenue from selling data. State agencies, nonprofits and colleges are exempt. So is data already covered by federal laws such as HIPAA. The state Attorney General can act against companies that break the law.

Leave

New York: Paid Family Leave for construction workers

Governor Hochul signed this bill on December 19, 2025. The start date was pushed back, and the state now says it goes into effect on January 1, 2027.

Some construction workers work for several employers under a union contract. This law gives them a new way to qualify for Paid Family Leave. They need to have worked at least 26 of the last 39 weeks for a covered employer that is part of a collective bargaining agreement. Read the New York Paid Family Leave notice.

Housing

Oregon: HB 4120

HB 4120 lets landlords of multifamily buildings make existing units smoke-free. They must give 180 days of written notice. The change applies to all rental agreements, no matter when they were signed. The Oregon Real Estate Agency says it takes effect January 1, 2027.

Other changes on January 1, 2027

Several states also raise their minimum wage on this date. See our guide to minimum wage increases on January 1, 2027.

Common questions

Do these laws apply in every state?

No. Each law applies only in the state that passed it. Check your own state legislature or attorney general for laws that apply to you.

Can I ask a company to delete my data under these laws?

In California, yes, and SB 923 widens that right from January 1, 2027. Oklahoma residents get a right to delete their data under SB 546 from the same date. Delaware’s laws add new privacy rights, including opt-outs for automated decisions. Each business must follow the rules of its state.

Does the New York Paid Family Leave change apply to all workers?

No. It sets a new test for construction workers who work for several employers under a union contract. Other workers follow the usual Paid Family Leave rules.

Is this a full list of new 2027 laws?

No. Many more state laws start on January 1, 2027. We add a law to this page only after we confirm it on an official state site.
